ABSENTEE VOTING REQUIREMENTS

Pursuant to Alabama law, a registered voter is eligible to vote by absentee ballot if he or she:

·         Will be out of the county or state on Election Day.
·         Is physically incapacitated and will not be able to vote in person on Election Day.
·         Works a required workplace shift which has at least ten (10) hours that coincide with the polling hours at the voter’s regular polling place.
·         Is a student at an educational institution based outside the county of the voter’s permanent residence, and therefore unable to vote at his or her usual polling place on Election Day.
·         Is a member of, or a spouse of, the armed forces of the United States or is otherwise entitled to vote by absentee pursuant to the Uniformed and Overseas Citizens Absentee Voting Act, 42 U.S.C. 1973ff.
·         Has been appointed as an election officer at a polling place which is not the voter’s regular polling place.

BUSINESS/MEDICAL EMERGENCY VOTING
A registered voter can make application for a Business/Medical Emergency application after the absentee deadline but no later than 5 PM on the day before the election, if the voter:

  • Is required by an employer under unforeseen circumstances to be out of the county on election day for an emergency business trip, or
  • Has a medical emergency requiring treatment from a licensed physician

In addition to application information outlined below, the business emergency application contains an affidavit acknowledging that the voter was not aware of the out-of-county business trip prior to the normal absentee ballot deadline. The medical emergency application requires that the attending physician describe and certify the circumstances as constituting an emergency.

REQUESTING AN ABSENTEE BALLOT

In order to vote absentee, a voter must apply for an absentee ballot. A voter may apply for an absentee ballot in one of the following ways:

·         Visiting the City Hall at 4099 Orange Beach Boulevard.
·         Downloading an Absentee Ballot Application from our website. 
·         Requesting an Absentee Ballot Application through the mail by calling City Hall at 251-981-6979.

       
RETURNING AN ABSENTEE BALLOT OR APPLICATION

·        Absentee Ballot Applications and voted absentee ballots may be returned by U.S. Mail to Absentee Election Manager.  Note, however, that Absentee Ballot Applications returned by mail may only be accepted if returned one per envelope.  These applications may be returned to:

·        Absentee Ballot Applications and voted absentee ballots may be returned by hand delivery , but only from the voter whose name appears on such materials (or by the voter’s    designee in the case of emergency absentee voting).  These applications can only be returned to:

·        When hand delivering an Absentee Ballot Application or voted absentee ballot, the Absentee Election Manager will require the voter to present an acceptable form of identification.

*Absentee Ballots returned by mail must be postmarked by this date, and received by the Absentee Election Manager by noon on Election Day.

** Absentee Ballots returned by hand delivery must be received by 5:00 p.m. on this date.  Only the voter may return his or her own absentee ballot or application.
