COMMUNITY-COMPREHENSIVE PLAN 2006
Welcome to the City of Orange Beach Department of Community Development. It is the responsibility of the Community Development Department to assist and serve citizens and developers with the land development process in order to insure quality development for the City of Orange Beach. The Community Development Department is divided into two divisions, the Planning Division and Building Division.
Planning Division
The Planning Division processes Development Permit Applications for site plan review, subdivisions, land rezoning, planned unit developments, variances, temporary portable buildings, and special events. Planning staff administers the Zoning Ordinance, Subdivision Regulations, Comprehensive Plan, and issues sign permits. The Department is also charged with crafting development guidelines, natural resource and environmental management policies, managing coastal resources, and maintaining working relationships with other jurisdictions with vested interests in the region. Community Development often serves as the city's managing entity in various projects, including the South Baldwin Beach Restoration Project and the City of Orange Beach/Gulf State Park Backcountry Trail, as well as the Orange Beach Canoe Trail.
Building Division
The Orange Beach Building Division is responsible for accepting applications for new construction, reviewing plans for compliance with the Zoning Ordinance and current building codes, issuing building permits, sub-contractor permits, fill permits, and grading and/or excavation permits. Permitted jobs are inspected from start to finish. The Building Division enforces the building codes and the city’s Flood Damage Prevention Ordinance. Through the permitting and inspection process, the Building Division assures that the requirements of FEMA are met for all new and substantial improvement projects. Community Development serves as an information center for FEMA flood zone information and a permit information center for ADEM, the Alabama Department of Environmental Management. All new construction on property intersected by the Construction Control Line must first be permitted by ADEM. Application for this type of permit is made through the Orange Beach Building Division. Beaches are monitored weekly for compliance with ADEM requirements.
